If Quicksilver Elemental targets Mairsil, is Quicksilver Elemental limited to activating those abilities once per turn?

Essentially, does the final sentence of the static ability on Mairsil modify the abilities gained by adding an activation restriction to them or does it bring them them over unmodified and that line acts as a blanket continuous effect changing the rules for activating those abilities on Mairsil?
