Deck Swapping & Player Dropping

Hi, Just want to check something in regards to deck swaps for sealed events. Is it possible for players to drop from a sealed event AFTER opening their pool and BEFORE swapping their pools with another player? I was recently a player in the GP Bangkok 2013 and it was clearly stated that if a player were to open their packs, they would be required to register the pool and participate in the deck swap. But there are arguments stating that if you were to open your packs and drop before the deck swap, you receive a match loss in Game 1, but you get to keep the pool of cards you opened.

Could someone enlighten me on the actual ruling interaction on this matter?

At the GP in Las Vegas, players were allowed to drop before the swap.

For a long time, we had a firm “no drop before swap” position; this was upheld by the philosophy that the cards belong to the Organizer until you drop from the event. Recently, we've shifted slightly to allow dropping earlier than before - i.e., before the swap.

That change may take some time to be implemented globally.
