“Haunt” on a permanent means “When this permanent is put into a graveyard from the battlefield, exile it haunting target creature.”

When a creature with haunt dies, Teysa causes it to trigger twice.

Each trigger can target a different creature.

The first trigger to resolve will exile it haunting its target.

The second trigger to resolve still has a legal target and although it can't exile the card with haunt because the first trigger already did that,

can it find the card with haunt in exile and have it haunting its target as well?

Ruleswise, I'm pretty sure the answer is no. 400.7 and 603.6 seem pretty set against that happening.

However, flavourwise and the fact that both are Orzhov designs make me think that it wants to work and that Teysa should be able to let it haunt two targets.

So does Melvin or Vorthos win out here?

As laid out in the cited rules, Melvin wins here; Teysa Karlov cannot allow your creatures to haunt multiple creatures at once.
