Multiple replacement effects

one of my friends brought up a good point on an edh staple Spell Crumple and Hinder both state that if a spell is countered this way put it on the bottom (or top; Hinder) of library instead of the grave but for generals in edh if they would go to grave you may put into command zone. how is it determined which takes priority is it in apnap order and thats why it gets tucked or does the controller of the spell getting countered get to choose?

Can't see if anyone responded (replying via e-mail, poor phone) but I believe it is due to self-replacement effects.

Jeremy has the right idea here. Both Spell Crumple and Hinder have self-replacement effects that modify their own resolution. Self-replacements are always applied first. After you apply the self-replacement effect, the commander is no longer headed to the graveyard, so the command-zone replacement effect is no longer applicable.
