Dominating Licid + Phyrexian Altar

I control a Dominating Licid enchanting a powerfull Eager Cadet owned by my opponent.

I control Phyrexian Altar.

Can I sacrifice the Cadet to Altar and get the mana to stop the enchanting effect from the Licid and then have a Licid Creature onto the battlefield or do I need to take the mana BEFORE stoping the effect ?

The real question is : Does special action function like spell and activated abilities so we can annouced it and then take the mana ? Or do we need to have the mana in pool before we do the special action ?

Nope, that doesn't work. Special actions are not like casting spells or activating abilities: there's no chance to activate mana abilities once you've decided that you want to end the effect of the Licid. You need to have the mana already in your mana pool in order to be able to end the Licid's effect, and thus you won't be able to end the effect of the Licid and sac the creature that was stolen to the Altar.
