Hands of binding cipher with Act of treasion

I act of treason my opponent creature with hands of binding on it. Do I get to tap 1 of there creature with the cipher ability from hands when it deals damage. I wasn't sure because your putting a copy of there spell on the stack or you only can target your guys. If I can I will report it as a bug on mtgo it happened earlier today.

As you control the creature when it deals damage, you control the spell copy if you choose to cast it. As such, you can only tap a creature that your opponent controls currently. As you control the encoded creature at this point, it is not a legal target for the spell copy.

If that makes sense :)
