Timing of sequential spell Effects versus One-Shot Effects

As an expansion of the questions asked in my previous thread: https://apps.magicjudges.org/forum/topic/36018/

If a player controls a Banisher Priest exiling a creature they own that has haste, and their opponent casts Cryptic Command choosing “return Priest to hand” and “Tap all creatures opponents control.” Will the creature with Haste return prior to resolving the second effect of Cryptic, and thus be tapped when that effect happens? Or will it return simultaneous to the second effect, which means that it is not tapped?

As implied by the answer from the previous thread, the haste creature will be returned to the battlefield prior to resolving the second mode of Cryptic Command, and will therefore be tapped along with everything else.
