Previously, the answer was no. However, the new guidance on loops plus Uncle Scott's answer here make me wonder if this has changed. Specifically, NAP is not taking any game actions; she's forced to make a choice by 616.1, and is simply choosing accordingly. That appears to fall under the same guidelines that result in a draw in the above linked answer. Is that correct?

They cannot. Eventually, they have to make a different choice and lose.

The difference between this and the linked answer is that the other one involves hidden information, so all “cards” are identical from a discard a card perspective.
