Allow me to paint the scene.

Adam on KCI is playing Newman on Tron. Two super fair decks.

Adam has won game 1.

In game two, Newman attacks Adam with his Ulamog, the Ceaseless hunger. Newman points out Ulamogs attack trigger, and Adam picks up his deck, counts out 20 cards face down. Adam picks up the 20 card pile looks at it, and concedes.

Newman calls for a Judge as he wishes to see the cards that would have been put into exile.

I was the solo judge for this PPTQ, and I was very torn, on one hand players may concede at any point. On the other, with Ulamog ability, only partially resolved and the information only revealed to one player. Do the cards have to be put into exile first? After they do, can they not just immediately concede and forfeit Newman's ability to view those cards? Does that break MTR 4.1 for communication?
